Maine permits Governor Mills, a hard Democrat, to fill the seat from any party. So it would be a forgone conclusion she would appoint a Dem, perhaps even Sarah Gideon, who just lost to Republican Susan Collins. Watch it happen, then the Dems only need one of the Georgia seats to take control. They are playing for keeps.

If Biden appoints him, he vacates his seat, and the governor gets to pick his replacement. Some states require the governor to appoint a replacement from the same party as the person leaving. Maine does not. Governor Mills, a hardened liberal, can appoint a Dem to serve out his term, and voila, the Dems have one more Democrat senator.

And it will work. It sucks.
