Surely if the signatures on the mail in ballot don't match the official records for that voter they aren't legal ballots? And if counters accepted votes like that they didn't act correctly and those votes should be discarded.

Graham was asking Raffensperger to throw out legal ballot to sway the election. That would be a major felony and proven vote rigging.
