That will eventually be China's forward operating base after they US forces surrender it. The PLA plans to invade through Canada. Moving it to the Canada border makes it easy for China to capture any government forces holed up there.

It would be like France moving their government to the German border to the maginot line fortress. Instead of taking a few months to capture France, it would have taken a few hours.
