The military dude in the OP chooses his words kind of poorly about all this, but he is just saying they plan on DISTRIBUTING the vaccine to all areas in the USA in 24 hours time. (not to knock on every door and jab every arm in 24 hours - that is totally impossible).
He is just saying "it will be available to all of USA in a 24 hour time".
It's weird though. Why is 24 hours so important?
