Being ready is always good

The way I hear this, 'execute' means execute operation of delivery
Like postal sevice (that can't be trusted as we've seen with the election fraud) with armed guards

The general's biggest fear is people who don't want it for whatever reason, because it means a lower success-rate for the mission

He likes the high score, and 100% (or higher) is always the goal in any mission

So I don't hear execute people
