Donald Trump appears to have his own version of something like the so-called "Socratic Method" that amounts to allowing lunatics and assholes to go just far enough with whatever they're planning to show the world who and what they are, i.e. a sort of a scheme for educating the public.

My own personal belief is that is what is going on here; somehow or other, he plans to hang the Big Pharma and vaccine lunatics out to dry.
