I don't think anyone on this threads knows what it means though they act like they do, lol.

I'm not going to take the time to research it but I THINK one thing it may mean is that the justice overseeing a district is the justice who decides if the SCOTUS will hear a case from that district. That would mean that conservative justices would be making those decisions for the swing states that are being contested. I may be wrong because I'm guessing.
