The former is for tonal sounds (notes/scales) the latter is about cross-rhythms, original to Africa. Hope this helps (*Edit - As in, polyphonic and polyrhythmic. There is also a subset of jazz music, Ornette Coleman for example, which is considered "atonal", but it's not really what the word seems to suggest: it's more about clashing, discordant layers of notes which don't "sound right" to the ear.
