If a lawyer saw something extremely damaging they might say i'm not even trying this one, you're on your own. Or they can't deal with a state that is trying to tell them how to handle things. Or they might have seen fraud by the state and the state tried to get them to play ball with them.

Idk but usually attorneys don't jump an easy case with high exposure.
