12:04:08 p.m. - APPOINTMENT OF TELLERS - Pursuant to S.Con.Res. 1, and the order of the House of January 4, 2021, the Chair announced the Speaker's appointment as tellers on the part of the House to count the electoral votes: Ms. Lofgren of California and Mr. Rodney Davis of Illinois.

12:04:43 p.m. - The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received a sealed envelope from the White House on January 5, 2021 at 5:05 p.m., said to contain a message from the President regarding additional steps addressing the threat posed by applications and other software developed or controlled by Chinese companies.

12:04:56 p.m. - The Speaker laid before the House a message from the President transmitting a notification of a declaration of a national emergency with respect to the information and communications technology and services supply chain declared in Executive Order 13873 of May 15, 2019 - referred to the Committee on Foreign Affairs and ordered to be printed (H. Doc. 117-6).
