Sorry this is not how it works.

The Supreme Court itself assign and reassign the Circuits for purposes of which Justice you go to if you have a motion/emergency motion on a matter.

28 United States Code sec. 42: "The Chief Justice of the United States and the associate justices of the Supreme Court shall from time to time be allotted as circuit justices among the circuits by order of the Supreme Court. The Chief Justice may make such allotments in vacation."

So this was a routine reassignment now that Justice Barrett is there, and the new session has begun.

Trump had nothing to do with this.
