What does CARES Act pay to hospitals and states? Not all of these people are U.S. citizens or only form El Paso. There is a COVID processing mill taking place right now and purging old people out of Juarez.

All of the bodies need to be held to be claimed for "x" amount of time, so they are building up, since many are not being claimed. They will eventually be disposed of. They are all worth money per head.

El Paso is a super hub of transient / mobile population of people that runs 24 - 7, along with all the shipping via big trucks that goes in and out of there / Deep Mexico and Southern America every day..... Hell they could have that horrible crap all over the continental 48 in 5 days time. Or less! Pretty much with an unchecked delivery system of humans. Could be where it is easiest to sell the story for some reason. Who the hell knows? Merely offered as a theory and nothing more.

i have mexi inlaws.if a mexi gets sick they run strait to the doctor because they are use to socialized medicine.one sniffle and they go.
this leads to lots of false positive numbers.
