most are very very small. How many write their officials and make commands of them..that one is a bit hard.. if using the internet.. I found that out many years ago.. if they still do it the same way... you have to select from a list of topics first... but flood them anyway. And make it loud and clear in the subject field.. I used to on my early form long ago provide all the email addresses but you don't need them all.. its easy enough to find how to contact your locals reps.

I don't know if letters on paper are any more effective.. but I would not put the topic on the outside of the letter.. that would hasten it into the trash I assume.
