The House and Senate will divide for two hours (at least) to debate, then vote. The vote will be per Senator with the Vice President being the deciding vote if needed in the Senate, while the vote in the House will be only be ONE vote per delegation, per state, not per House member!!! The Republicans have 30 delegation votes compared to the Democrats 20 delegation votes.

In The Electoral College phase, yes, objections can be made IN WRITING, originating in one chamber and being seconded by the other chamber (House Rep. and Senator). Once that objection is sustained, then yes, the Joint Session of Congress is suspended and the chambers separate to debate the objection. BUT the objection can be defeated by simple majority in the chambers. Voting by state delegation, or en bloc, only occurs in the Contingent Election phase. Also I should note that the Vice President being the subject of the matter debated typically is barred or abstains from casting any tie-breaking vote.
