So this part stood out to me:

If there were so few meetings left, in their words, why would they be overwhelmed by them? Surely they do this every presidential transition. They've never had problems before.

No, I think something else happened and that's a cover story. Interesting timing that it happened right after the DNI issued his assessment. Sounds like they heard something they didn't like.
