So trump signed the bill but he used a law from 1974 to put a 45 day hold on all the pork spending that was supposed to go to other countries. If congress votes to override his hold on those funds, he has enacted another 1985 law that allows him to declare emergency use of those funds and distribute that money as he sees fit and not congress.

Regardless we will still be getting 600 pretty quickly, and possibly another 1200 on top of that if congress allows when they vote on an amendment tomorrow for the additional 1200. Hes putting the screw to congress right about now. Lol

But in the end it will cause more inflation and just kicks the can further down the road.
