The states individual National Guards will be the ones to deploy on the streets and the only way they would be stopped is by a military break coup but I think at best it would only be soldiers refusing orders or solo / small acts. Either way - this is the beginning of Civil War 2.0 the people vs tyrants isn't a civil war
