If mouth shot she would Still be squirming from left to right as the body naturally tries to turn to spit up the blood so she doesn’t choke, the blood on her face is to stagnant and I don’t see any flow of the blood oozing or pumping out short squirts, it just look like she had some fake blood in her mouth and when she hears the shot she fell back and let the fake blood if possible fall down her cheeks but i seen no flow. Ehhhh, in all fairness, that's a bit out of context. You could be right, and the guy was just being a dick (he clearly was stressing a bit under the tense situation they were in) BUT if he really did mean it that way, he technically was right. Her body had already gone into agonal respiration. That's why she was gasping and her body was moving the way it was. It's literally like the body's last-ditch effort to do whatever it can to get air before she's terminal and gone. It's a very bad sign when the body switches to that phase or pattern of breathing. She was already at the end the moment that bullet got her and had hit that floor. I imagine, she most likely died in the stairwell, before enough rioters backed out, and lent them the opportunity to get her out of the building. She had her pack on, so she probably had some form of ID hopefully in there and they most likely had her on life support until they got ahold of her family perhaps.

Sick situation all the way around, but personally, I think the guy was genuinely trying to tell them, they can't save her because the rioters wouldn't back up and out of the stairwell so they could get out. It's very clear on the audio, prior to what you mentioned, he repeatedly kept yelling for them to get back and back up in response to them yelling, from the jammed up stairwell, to save her. They yelled at him to save her, he yelled for them to get back. When you look at the video and take the full audio into account, it seems to me they were blocked on all sides at the stairwell. They didn't have an exit point. You had a human barricade of rioters rows and rows and rows thick and then jammed all up the stairwells, as well. They couldn't retreat further in, because agents had already barricaded the doors so that they could give the officials time to get out the building and into the tunnels.

I don't think this guy was being callous. He was angry, it was a tense situation, they were blocked in and rioters were encroaching from the stairwells, the inner doors were barricaded by agents in an attempt to slow the rioters, and from what little that I could ascertain from the vid, doubling back wasn't an option either. The only route outside, would have been the stairwell, and the rioters weren't going anywhere, and if he was a real cop, he knew what he was seeing with her breathing, and would have known that she had only minutes IF even that, and he was over there getting yelled at to save her, and all the while he keeps yelling in response and over for them to back up and back out. Just my two cents.
