If so, did it look like those L.E. guys were apporaching the situation correctly (when coming up the stairs and then 'evacuating' certain people right before the shooting)??

To me, they looked scared and like they had no clue what they were doing. And after she was shot, they just seemed to freeze and not know what to do next. The ppl around them were tapping them on the shoulders and screaming at them that she had been shot. They couldn't get any kind of organization and seemed to not have a 'leader' or plan in place.

Just all seems very weird to me.
