When i read Pres Trump wasnt making decosions

I read that theres a " de facto" 25 th amend operating and has been in place within the past 24 hrs and that Pres Trump isnt making any decisions but his staff is there to work around this de facto ( ness).

It might occur to you that Pres Trump plays by the book and the rules.

This de facto presents another situation- it seems to me this action releases him in calling in the military- the military comes in on their own as they are holding evidence of treason, sedition, etc etc)
