Let me ask you this: (consider the following scenarios)

A 16 year old "boy" goes out on a joy ride with a bunch of other drunk boys. He and his buddies end up running over others property and breaking things and one person even gets beaten up (a little bit)

He gets arrested. Serves 3 days in jail and gets 2 years of probation and has to do some community service.

He grows up and gets his college degree and makes something of his life. He's forgiven and learned his lesson and never has any more problems

He was young and stupid as must 16 year olds are.
