Not aliens, sadly.
This is caused by high energy electrons interacting with Ganymede's magnetic field. So not artificial.

That word has wrapped up in it the implication of artificially constructed transmission meant to convey information of some kind, so to call it a signal is somewhat misleading. Mind you, it's still interesting as there are not too many discovered natural sources of radio emissions besides extreme stellar events.
