Doesn't have to. As soon as there is a penalty attached to it, such as jail time, people will flee from it and its value will plummet. I'm not predicting this will happen, but it seems silly to believe the U.S. government is incapable of having a dramatic effect on bitcoin if they really pursued all options. Time will tell as to how far they are willing to go. Like Drugs? Like Embezzling taxpayer funds? Like stealing an election? pfft Those are things the establishment likes and protects. That aside, Drugs are a very different situation. There are countless people willing to go to prison and/or die to be involved with drugs. How many bitcoin users are willing to go to prison or die to deal in bitcoin? Bitcoin is as valuable as it is now because it is relatively penalty free. Prison time would change that fast. There would be some who would hang on regardless, but not enough to stop the plummet which would soon follow. Again, I'm not predicting this will happen. Just pointing out they have the capability if they were willing to go that far. Given how corrupt they are, and how much the mask has slipped, it's not unthinkable. I get that you can send money to people at their BTC address, but how does one obtain the Bitcoin out of thin air? What mechanism converts the USD to BTC? Were people just mining it?
