It is a surrender. After all the accomplishments, after all the parried attacks, after all the hope that came with success, he finally rolled over for the one battle that actually mattered.

He is surrendering the entire government to bolsheviks, who will undo all his accomplishments 100 fold, make sure no outsider can ever win again, and begin formal persecution (and later prosecution) of wrong think.
