If you read the ticker below it says a Chicago man was taken into custody and that's what the audio is referring to. Sorry to ruin the fun.

It's a real broadcast, I saw it yesterday. I think what happens is that when it cuts away from the podium guy talking and to the part where it says "he remains in custody", I believe another separate sentence was being finished and two things blended together. It sounds like that a little to me at least, though I don't know what or who else they could have been referring to.
