My interpretation is the entire feed glitched. Note the background is also artifacting, not just Obama.

I love the pic from the GERMAN FOREIGN OFFICE (part of the GERMAN GOVERNMENT) where they show the Oval Office as part of a movie set. There are several other indicators from several sources that Biden probably is using a movie set and not the actual Oval Office.

No a glitch can’t but adobe after effects can. This is fake. I do effects like this with adobe after effects all the time.

I don't know much about working with Adobe Premiere but I do know about working with Adobe Photoshop and working within that program with the layers. So if I understand what was being said about working with green screen, then a layer within that composition could be toggled on and off which would cause whatever was on that layer to appear and disappear. But, in working with any composition one of the last things you do is to lock your layers and merge or flatten them. I would think that would be especially important with film. The compression would be needed to transmit and broadcast without taking up huge amounts of bandwidth. I did work for a satellite broadcaster for 7 years and I thought at first it was a streaming issue of the broadcast feed that was causing the picture to pixelate. But had that been the issue the picture would have been gone instead of just Obama. I looked backwards and forwards at that film probably 10 times and couldn't account for the anomoly other than the previous observations that it was a cut and paste occasion and not one filmed as it made to appear.
