Your theory about the German Foreign Office posting a photo of a TV set of the Oval Office is very plausible. And it is very much a stage set apparently built for a German news program for their coverage of the US election in November.

In a way, that a foreign TV program would go to the trouble of building a replica of the Oval Office shows that even people far away from the shores of America respect the gravity of the US presidency. So even though people at that Foreign Office or German news program may be of the left, as people in the media often are, they still realized that Biden is a major joke. A potentially very dangerous one too.
