It's literally the transfer of power. It took longer this time because both Presidents weren't in the same location as they normally are. Trump broke precedent by skipping out on the inauguration. That looks like a photo when the camera is front facing Biden...but no way from the side shot. There was probably a break between shots so Biden could get himself together. Problem with that theory is that Roberts voice is speaking before during and after the transition, there is no cut/splice. Exactly...this image looks exactly like the people placement during the live stream minus the side shot right before, and totally bizarre with Roberts voice...unless there was a delay of some sort |
