Because they are NOT the "world's most prolific polluters". PER CAPITA generation of waste/pollution/CO2 is much much lower in China and India than anywhere in the West. And that is just CURRENT releases, not counting the gigantic historical sums; i.e. the West has already generated by far the most waste, in the course of development over many decades. It will take China and India many decades to catch up, if they ever do. And they probably won't. China especially is going to bypass most of that.

Anyone here old enough when environmentalists were screaming of the EVIKS of paper and pushing people to switch to plastic bags, straws, bottles (which were not paper) etc and styrofoam? Yeah.
