It seems that a certain race has a disposition for sadism.
The "necklace" was invented in modern Africa.
You fill a truck tire with gas and oil and put it around the victim's neck.
Then you put a lighter next to him.
Then you start poking his eyes out in order to create as much pain as possible, so that the victim will set fire to himself and die, rather than suffering more pain through the hands of his torturers.
And this is done in public for minor crimes, when caught shoplifting, while pedestrians walk by laughingly.
