It's called grey warfare. China has been doing this consistently for years. Taiwan has to scramble fighters repeatedly costing them billions of dollars a year. Matter of fact I believe the US gave Taiwan money to help them in this regard.

They are simply trying to deplete resources and put a strain monetarily and affect upkeep on the aircraft.
