Time was that if you actually enacted this major civil unrest would result along with serious disobedience, probably full civil war.

But if it gets enacted now, the modern apathetic coward country we live in will just knuckle under.

I don't like that fact any more than anybody else but that's what it is. No one has bravery and ambition any more to fight for their liberties.
