[ link to www.congress.gov (secure)] H.R.127 - Sabika Sheikh Firearm Licensing and Registration Act Introduced on Jan 4 (a) In General.—The Attorney General, through the Bureau of Alcohol, Tobacco, Firearms and Explosives, shall establish a system for licensing the possession of firearms or ammunition in the United States, and for the registration with the Bureau of each firearm present in the United States. Unconstitutional. Unconstitutionality has two bases: 1. 2nd amendment 2. States' rights With respect to States' rights, like the feds could do very little with cannabis legislation in some states (as long as those stay within state borders), the feds cannot regulate any guns or ammo that stay within the border of one State (and possibly, due to 2nd amendment, not even those that cross State lines). I guess it's a case that would make it to SCOTUS.
