The legislation would require any gun owner to provide the “make, model, and serial number of the firearm, the identity of the owner of the firearm, the date the firearm was acquired by the owner, and where the firearm is or will be stored” to the Bureau of Alcohol, Tobacco, Firearms and Explosives.

It would also require the gun owner to provide timely “notice specifying the identity of any person to whom, and any period of time during which, the firearm will be loaned to the person.”

The proposed legislation, if passed and codified into law, would require the information be transmitted to the ATFE within three months of the law’s effective date for firearms already owned, and on the “takes possession date” for any acquisitions after the law’s effective date.

The legislation requires the establishment of a more comprehensive database.

“The Attorney General shall make the contents of the database accessible to all members of the public [emphasis added], all Federal, State and local law enforcement authorities, all branches of the United States Armed Forces, and all State and local governments, as defined by the Bureau.” [emphasis added]

The violation of privacy in the open source information to the public and the US military raises questions of purpose and constitutionality.

Also included in the proposed legislation – specifically Section (c)(1)(A)(ii)(I) – are the requirements for a psychological evaluation and liability insurance:

And should a potential gun-owner seek to acquire a “military-style weapon” – a definition that Progressives keep in a constant state of flux – there are additional requirements associated with the psychological evaluations.

The additional requirements, include:

“[A]s deemed necessary by the licensed psychologist involved, the evaluation included a psychological evaluation of other members of the household in which the individual resides; and…” [emphasis added]

“[A]s part of the psychological evaluation, the licensed psychologist interviewed any spouse of the individual, any former spouse of the individual, and at least 2 other persons who are a member of the family of, or an associate of, the individual to further determine the state of the mental, emotional, and relational stability of the individual in relation to firearms.” [emphasis added]

And the proposed legislation not only adds another level of government graft and taxation on the gun-owners of America by virtue of the fact these “licenses” would cost $800 and have an expiration date, it appears the legislation creates a new government insurance agency.

“The fee specified in this paragraph is $800.” [emphasis added]

The proposed law would also require a valid license to possess ammunition.
