Japan, in contrast, worked overtime to insure all Japanese who emigrated to America had whatever they needed to prosper.

This was in the wake of Japanese military victories over Russia and China - America was NOT going to mess with them.

I know one person whose mother could emigrate there, but his father was denied the same permission.

much depended on immigrants having people ready to "vouch" for them and support them financially if needed.
