we have the same sub zero temps here in Colorado ... my livestock seems totally unaffected ... they have a covered shelter... but it isn't heated ... I have a goat who sleeps by herself (her choice) in empty shed ... as long as I supply them with water - they seem comfortable ... no one is even shivering - deer don't have shelter, food or water - yet they survive

If my elect goes off, I have a gas generator ... all my neighbors have alternative power sources ... the light may go off, but not for long ... cheaper than your new TV ...

Most commercial buildings and large office towers have gen sets.

Also the grids are set up with priorities, commercial properties have a higher priority than residential. The reason is commercial properties having higher value infrastructure, networking, storage, hazardous materials with controlled storage.

Downtown cores the grid is underground and not as susceptible to weather related outage. Residential areas tend to be on poles and subject to weather.
