He tried to work with Congress to achieve his goals, but Nan and her TDS cohorts in the house blocked anything and everything he tried to do. Then they would turn around and send bills to his desk catering to special interests and political donors with billions in pork and cry foul when he wouldn't sign them. Even though he told them ahead of time he would sign it if they didn't put the ridiculous stuff in there. And even with all that, he accomplished more than any POTUS in my lifetime. It's going to be great with $4-$5/gallon gas come summer time. Who was the guy that got the US to energy independence? Who ruined all of it in a month?
