That is 'torment' rather than 'torture'. The ones sent to hell are the only witnesses to what the fallen angels do on their last day of life before they are sent to the fiery lake.
Say you die yet you remain awake in a big crowd of other new immortals. Just how sad are you going to be compared to the ones destined for the lake? (it's a matter of perspective, we can't keep playing the victim forever)

Gods love is so perfect and ecstatic that literally nobody could ever resist it. It is just too good. He designed our Hearts and Souls, so He knows exactly how to make ANY Heart, no matter how fallen, see the light again. And once they see the truth off the light, they will immediately love Him and others because their pain will be healed.
