You just played yourself I don't think he's saying that at all. I think he's saying you go to where what you want to do is legal. That's the opposite of criminality, deception, and evasion. Criminality, deception, and evasion is what the big US corporations do. Ignore the laws and pay a relatively meager fine for it.
