I hate the way they word things to scare people. Covid is not going to hunt down anyone. It's going to float up the nose or down the throat of any idiot stupid enough to pretend like it's still 2019 and / or any non-idiot that has no choice but to go to work, school, the grocery store, etc. That doesn't make it inevitable, however, which is what they want people to believe.

if u have a shortage of drives,WTF did the buses go? they drove off with them? why u need different buses? should b plenty if u have no drivers.

I thought the same thing at first.
But the party van wouldn’t require a CDL to operate.

It will be interesting to see if CDL requirement to drive a bus is removed. Some places are already looking into ways to make it easier to obtain a CDL.

The school district would subcontract with the company for bus and driver, it wouldn't be the bus company that has no drivers being involved. There would be too many unnecessary complications of liability, insurance, etc.

If you plan a party and hire a caterer and suddenly that caterer can't meet the requirements you'd hire a new caterer. You wouldn't suggest the original caterer send whatever food they'd bought to your new caterer...
