even the funny math that the govern. uses won't pay these incentives,DOSHA. not for a decade. course if ppl die then the state does have some excess retirement funds to pull back. but that would mean they know those ppl are goina die. otherwise that $$ can't b added yet.
maybe the incentives are "infrastructure" under B-K.
