I’ve been wanting to conceal my identity from the surveillance apparatus for a decade, this is the perfect excuse. They’re never taking the mask away from me now. Fuck off darpa.

It might have been all about this. Identifying slaves, not faces. You can never hide who you are or the exact movements you use to walk. They don't even need great cameras for that. Just identify how each person moves is a fingerprint.
