If you research this you find there are many objectors to this and it is not easy to establish legality around it either. This plan will fizzle as it will be nothing but another broken promise.

However something similar could come in the form of trying to level them up with free or reduced cost college or trade schools, and possibly UBI. Too many other Americans would object to this as well. Plus you have the old “Well if we let these people do this then everybody will want to” argument, including Native Americans and Latinos.
