The Background Check Expansion Act would require unlicensed or private sellers to conduct a background check before transferring a firearm, which is not currently required by federal law. The legislation, which is co-sponsored by 43 Senate Democrats, was first introduced in the House in January 2019 and passed in February 2019, but it did not receive votes in the Republican-controlled Senate, according to The Hill.
