It's simple. Stop feeding the beast what it needs: money. When government enforcers do not get paid, they don't enforce. Also, PAPER AND PENCIL, old school leafletting everywhere int he real, meat world: door to door literature leaving, parking lot windshields, traffic corner hand-outs to the passers-by.
