That's not how it works. Harry is entitled to the title Prince because he is the son of the current Prince of Wales. This extends to the children of the first born son of the future king Charles which is why Williams kids are styled princes and princess. Archie is not entitled to the same title until the Queen dies and Charles becomes king and he can choose to grant the title to Archie or not. None of the Queen's other grandchildren have the titles and perks of a first tier royal in the direct line of succession. It has nothing to do with race, it's the protocols of succession.
