I don't really get any of it. None of it seems to have any real meaning anymore because so many of the books have been cooked that I don't even think they know what's accurate/real any more.

At this point I don't see how the system can recover without a complete and total collapse. When that happens they will swoop in with their new system (probably will be framed as a complete overhaul of the current system).
