Does it stop the spooks identifying who you are if your user name is anonymous coward?
Quoting: Pinkorchid IP addresses are generally static and assigned by your ISP. Lots of people use proxy servers and such, but in reality, even using Tor won't hide you. People forget that it was invented by the Navy to encrypt their communications in the first place.
