To what extent do you think sighted UFO's, which have been dis-proven to be unusual weather phenomena or in the category of trick photography/videos/illusions, are extremely advanced weapons systems being tested? Versus actual craft from outside planet Earth?

Was told by a former Naval Officer that the US Military always makes detailed plans 50 years in advance to anticipate any future occurrence.
