The rail cars are owned by the Airforce.
No idea what the intended purpose was.
When I asked, I was told they were for vehicle transport which was absolute bs based on how they were configured.

Could be leftovers from REX84 for all I know. Were you at Reese AFB? Nope. Reese closed in 97 under the base realignment and closure bs.
